How do I increase my 40 yard dash time. Right now I'm running about a 5-flat.

Run faster.

I would consider joining track. I know Reggie Bush was a track star.

Also look into plyometrics.

Alot of sprinting is sure to help. Try running up hill.

Probably doing squats will help some as well.

drink light instead of malt.
or
work on sprinting with different distances not just 40
run uphill if you live by one
strap on a harness and pull something, maybe a sleigh or an old tire, anything you can pull without pulling your calves.

push a small car while on neutral(if you don't live by a hill)

Have you considered strapping on one of those parachutes that creates a ton of wind resistance or the weighted sleds that creates resistance. Those work really well, especially for your explosion off the line.
