Contact your postal office, in person if possible. Give them what evidence you have or who you believe is doing this.
It is a Federal office to steal mail and the postal service takes it very seriously. I had this problem a couple years ago and they nailed the guy to the floor.

Postal Inspectors are federal law enforcement officers, and handle that problem. Contact them. Stealing mail is a federal crime with serious penalties. Best of luck.

it is a federal offense to open or steal someones mail. report it to your post office and the police. try to get a video tape or photo of them going into your mail box.
