This usually happens when the refresh rate is faster then the monitor can handle. It could also be hardware related. I remember Apple was having a recall on some of their laptops because they would show these random lines on the screen. The only fix (for the Macs) was to get a new logic board.
I would try resetting your resolution preferences. Right click on a free region of your desktop -> Properties -> Resolution.

If it's a Dell 9300 there are many out there right now that seem to get vertical lines on the screen, right after they are out of warranty.
Hard to get them to do anything, but we did just get a new screen after a few emails to the right person.

im less technical compared to the other answers.. but if your cell phone is next to it it will get lines and go crazy on you!!! somehow it messes with it!! haha.. Hope that helps!!
