The under hood temperature gets pretty high under some operating conditions more so on some vehicles than others. The purpose of that hose is to draw cooler outside air into the engine. This maintains a more balanced air fuel mixture.

The air intake hose is to carry fresh air from the outside to the inlet of the engine. Most of them are mounted to the front of the vehicle so the air is as cool as the outside air and not preheated. If the air is preheated, the fuel/air mixture changes and because heated air is thinner the mixture becomes richer. If you are wondering if it is needed, yes and if you are wondering if a hole in it matters, depending on the hole size yes and no. best bet is if you need to replace it go for it.
