Does this mean it is on the final vechicle before the delivery is completed?

It means the fedex package has been scanned, entered into the database and is on the delivery truck to your location for that day.

I would guess it means that your package is in fact loaded on a FedEx delivery vehicle, but that vehicle has not been dispatched out into the city yet. Check again in an hour and see if it reads "out for delivery", or something similar.

From my experience, that's exactly what it means, as you describe it. In case the delivery doesn't work out for whatever reason, the item can stay on the vehicle for more than one day. In some cases, in rural areas with limited Fedex presence, they subcontract a local carrier for final delivery. This is the worst case, because you essentially lose tracking at this point.

"On FedEx vehicle for delivery" means exactly that. It's on the truck and en route to the recipient
