I have read that it is common for Muslim women to caress their little boys (up to age 4 or so) genitals to sooth them or to give them pleasure and that this is a common practice remembered vividly into adulthood by Muslim men. (especially true of Arabs) True or scandalous rumor?

I am an Indian Muslim working in Middle East.
This deifintely is an Arab bashing rumour.
I don't think child's genitals can be stimulated. Is this possible? Doesn't such question express bigotry of questioner?
