But if you tell someone that s/he has a beautiful African look, it is an insult? Tell someone that s/he has beautiful Italian eyes or a cute Irish face, it's fine, but somehow complimenting ethnic/racial beauty of someone of African descent is wrong to do. Why???

You have got the wrong picture of it:
First of all, WHO said that "complimenting ... descent" is wrong to do? No, it is not an insult to say someone has a beautiful (non-european) look. If the person is insulted, he/she could have issues or just not understand the comment, because the commonest examples of beauty tend to refer to light-complexioned people.
Second, "classical Greek looks" are those shown by statues of the classical era of Ancient Greece, which presented perfection of the "highest degree" (harmony, symmetry, fitness, expression of the idea that "a healthy mind is in a healthy body" etc).

Read between your own lines my dear, this shows how the so called secular society thinks of Africa, African people or African beauty. I think Africans are very beautiful and warm people.

If you think they are beautiful, no matter what kind of "ethnic look" it is, just tell them that. Captivating is always a good one. ;) good luck!
