Does the fact that Arabs are hyper-sensitive to ANY criticism of their culture preclude any meaningful self examination and change or are they doomed to sectarian hate and murder?

Well that's a generalization that spans many different cultures, societies and countries, which makes it rather tough to swallow.
It would be better to say that any given culture which represses it's women, teaches hate and violence towards all that do not beleive as they do, and prepetuates age old offenses is going to cause wars and violence.

Regarding Arabs, Yes
I can garuntee that most of Arabs can excel well and make good opportuneties outside thier countries because of that the Arabic goverments don't care about them.
They only care about being in thier places
