Well, I don't know if there is anything specific about a startup disk for an emachine but you can go to bootdisks.com. From there you can download general startup disks. Or check out:

what you need to do is to install windows. If you don't have the emachines recovery CD, you can attempt to call their support with the serial number of the machine and see if they will send you a recovery CD. otherwise you need to go out and purchase windows. you won't be able to find windows 98 though. Windows XP and Vista is all you will find. Not sure your old machine will run XP very well, and it certainly will not run Vista at all.

You can't find that info on the web. You need to find your Windows CD that came with your computer when you bought it, and re-install windows.

Boot from the windows CD, and follow the on-screen instructions. You can try a 'repair installation' if that is an option.

Go to emachines support at http://www.emachines.com/support/options.html

They can take control of your pc and get the necessary files. I have had to do it twice in the last 2 weeks. They were able to fix my issue each time.

You can find windows 98 online but it is illegeal to download.
But if you want to try then goto ,
www.phazeddl.com and enter windows 98 in search.
You will see hundreads of cd's posted with serial key.
Download and burn ISO image then reboot your not working computer with burned cd in bootable drive.
