It is a common belief that the country with the most up to date technology is the smartest, bullfeathers.
Every country and person in that country has something to give to the community they live in.
i think it is about time we used the technology we have to ease the suffering in the world and not use it to destroy.

Well, so far studies have shown that orientals tend to be smarter on average than any other race of humans, with whites close behind and blacks and american first nations people coming last. However, whether this is due to genetics or rather differences in how people of different races receive and benefit from education is still unclear. You can read more here:

There are very intelligent people from all races all you have to do is look for them. If you are asking if there is a race of smart people regardless of skin color, than yes. I believe that the smartest of the smart run the world, regardless of skin color.

I honestly don't think genetics are any better for any given race. Cultural influences certainly make a difference though.

I think Asians are the smartest. And no, I'm not Asian, I'm Caucasian. I know not all of them are geniuses, but every single one I've ever met was very smart.
