I don't know anything about cars. However, my previous vehicle was a 1994 Pontiac Grand Am and I had the same problem.

You will have to start by making sure the coolant level is okay. If not fill system and check and repair leaks. If level is okay you will have to be sure the motor is reaching operating temp. which is around 100C or 210F. If it is not reaching this temp. you will need a new thermostat. If all of this is okay you will have to be sure the heater core is circulating. This will require you to feel the hoses when the motor is hot to see if they feel about the same. If one is noticable hotter than the other, you need to flush or replace the core as it is plugged. If all of this is okay you have a control problem where the temp. door inside the dash is either not working or jammed. To check this you will need to start removing dash components to inspect. Good luck.

Have you checked the coolant level, it may be low. Make sure the engine is cool when you check it or you could get burned badly.
Your heater core could also be clogged OR the mix door may not be functioning properly.
The heater core could be clogged with rust if the car has not been properly maintained or you could have accidentally mixed red and yellow antifreeze in your vehicle which will make the coolant gel in the small tubes of the heater core.

The valve that controls the coolant flow to the heater core is probably stuck, try working it by hand to free it up.
