cebu is an island in the pacific where you get all the modern amenities of a big city but at an affordable price. cebuanos are extremely friendly and can converse in english fluently. the best place to stay would be at mactan shangrila beach resort. places to visit would be magellan's cross, basilica minore del sto. nino, the old san pedro fort, old town carcar, kawasan falls in badian, numerous old churches, the site where magellan was killed in battle, fresh sea food, an international film school in mactan, taoist temple in beverly hills and many more.

Both the answers above are good, a lot depends on what you want or expect. The night life and discos in Cebu are very good, but I haven't been for a long time now. Otherwise there are many beach resorts further away from the city. Places like Talisay in the South. Badian is very popular for its beautiful views, and places like Gaisano and White Gold have opened branches in that area.
Argao in the South is good and Bogo in the North.

The big mall is SM in Mabolo, if you like clothes shopping this is the place for you. There are three Gaisano's, and other big stores along Colon, the oldest street in the Philippines which you must visit.
You are going to love it here, I promise you. The only thing that you won't like is the journey to the airport when you leave at the end of your vacation.

SINULOG FESTIVAL (MARDI GRAS). Every 3rd Sunday of January. We had it last week. It's considered as the mother of all fiestas in the Philippines. (^_^)
