If by "calling it" you mean connecting the two PCs using a modem, then you need to have certain conditions for this to work:
1) Both PCs need to have a modem, and the modem being called has to be hooked up to the phone line and usually has to have auto-answer configured.
2) You have to have a software package set up so that once you get connected, you are given authority to do things on the other PC, otherwise all you will be talking to is the modem there and won't be able to reach the hard disks.
For example, if you both have a software package called PC Anywhere, you can set up one to wait for an incoming call, and when the person dials in, they enter the valid PC Anywhere password. Once that is done, they can take control of the PC and do anything as if they were directly at the keyboard.
If you don't want to buy PC Anywhere, I am sure that there are shareware or freeware packages you can use. Windows even comes with HyperTerminal that can be used for communications and file transfers.
