I would say CHINA
for these reason only, of the top of my head.
communistic state ( many restrictions on individual freedoms)
exploitation of childern labor international laws
no seperation of church and state
lack of female rights

I'm trying to think of one that I don't believe is corrupt....sad..nothing comes to mind...as for the most corrupt..Mexico has lots of payola going on but I believe Russia selling nukes and such.

oh I can't wait to see all the liberals bashing America on this one...
but I'm answering North Korea... the control that the government displays is just horrible... the gov lives great.... and everyone else starves... everyone... not the lower classes.. not the poor... EVERYONE....
