Bruce Springsteen wrote the song!
It is about driving down Ocean Avenue in Asbury Park, NJ on a Friday or Saturday night in the late 60's or early 70's. Asbury Park is a sea side city that was similar to Coney Island in New York. Lots of Art Deco architecture etc. It used to be a vacation destination for Blue Collar families in the 30's 40's and 50's. However, it began to die just like Atlantic City in the 60's and 70's. It eventually became a mecca of the New Jersey Music Scene because of clubs like The Stone Pony etc. So once the family atmosphere left it began to become a seedy town with a straight ocean front street where people cruised the boulevard and it became an unofficial drag strip on weekends in the summer.

Those lyrics are actually Springsteen's. I don't know if the song's really about anything specific. I believe the Boss once admitted to writing those lyrics using a rhyming dictionary lol...
Still, he did a nice job, pretty evocative anyway.
Also think that Manfred Mann's version is one of the few times where I like the cover version better than the original. Great sounding song!

The song is about a rum runner -- a person during prohibition who would transport alcohol from the manufacturer to a distributer. "Revved up like a duce" refers to the engine in the car.
