DOE = Depending on Experience.

So someone applying for the job that has 5 years prior experience may command a higher salary then someone applying for the job with only 1 year of experience.

DOE means depending on experience. Which means their salary range for the position will be base don and in line with what you have earned in previous, similar positions.
