It can't form if the temperature of the window pane is above freezing. Perhaps you're looking at condensation.

Often, even a carport will protect against frost. Frost and dew are much more likely to form on surfaces exposed to clear sky, because they radiate heat into the sky. The effective temperature of the night sky is -70°C, so surfaces exposed to the sky can easily cool below the ambient temperature. And of course the garage will retain some heat from the warm car, tending to keep it a little warmer than the outdoors.
