An awfully good question! The United States of America, through the CIA, trained and financed the Afghan Mujahideen. So did Saudi Arabia, The People's Republic of China, Iran, Pakistan, and other European countries.

The simple answer is the U.S., but it is a bit more complicated. We armed Afghan's to fight the Soviets, but afterward the different factions in Afghanistan fought a civil war which resulted in the situation that we know now.

It was the Us whose Cia armed and funded the Afghanis to resist the soviet invasion.Osama Bin laden was originally recruited by the cia for that purpose.Ironic eh?

The USA, like almost every other nation, uses whoever is convenient to further their aims, never thinking about the possible consequences...
The USA also armed Iraq in its fight against Iran, after years of supporting Iran and the Shah.
