Do you mean bottle rockets, as in the type that you purchase for the fourth of July? If so, those are illegal in certain states. Therefore, depending on where you are located none would be legal.
Anyway, I would never give anyone directions for any type of homemade explosive/propellant on the Internet.
Go to the hobby shop, or even some Wal-Marts carry Estes brand rocket components. (Almost everyone knows where a Wal-Mart is located.) Follow the package directions!!!
Check out books on rocketry at your local library.
For further entertainment, read the book "Rocket Boys" by Homer Hickam Jr. Once you've read the book, watch the movie October Sky.
Once you've become adept at model rocketry, and read about the basics from your local library; now you can move on to reading the writings on Wernher Von Braun.

Rockets, gunpowder, and similar things, both high and low explosives, mixed with inexperience are a recipe for disaster.
Sounds like you want to have some fun, and / or pranks.
My guess is you've never heard of an Estes rocket, like the previous poster said, until now.
Here's a tip, you light off an Estes rocket without the proper equipment, you'll be damn sorry. They are simple, but they are designed for an experienced hobbyist, or serious hobbyist.
It's not a 4th of July type piece of gear.
If you are serious about rockets, and such, learn it as a skill. Go to a hobby shop, get a book on rocketry, and join a local rocketry club, and learn the science behind it.
I did it for a career. Loved every minute of it.

ok so your best bet is to go just start learning if you makin this from scratch key ingredients you gonna need are Saltpeter Sulfer and Charcoal all of this can be bought at local pharmacy and hardware store. ok anyways gunpowder has a low durn rate so a regualer mix of 75 saltpeter to 10 parts charcoal to 15 parts sulfer will not work. I got away with 85 : 5 : 10 which I made into cakes in a press that I own mixed with alcohol and dried it this stuff burns like a propelent and I have been succesful in building thingsthat launch yet most of mine have blown up or dont flie just spin it takes a lt of practice and dedication and be careful I used to make really large cherry bombs with glass bottles and they are awsome for awhile until my friend got his fae cut open because her did not get behind our plexiglass sheild ne ways its cheaper anx easier just to uy them for 1 cent a peice lol rather than spend 15$ on getting basic materials then wasting them all.

Easy one....go to a hobby store and buy some "Estes" rocket engines. If you get the "C" size, the fit perfectly in a cigar tube. Make some fins for stability and glue them to the tube.
