A weld by definition is where 2 pieces of metal are joined together by the welding process. You cannot weld plastic. You can however bond plastic. Here is what I have done with bikes. You will actually take a piece of metal and put it behind the seam. Take sheet metal screws and screw it into each side of the broken plastic and then through the metal piece to join it together. Make sure the screws are not sticking up out of your panels. Sand the area where the screws are........enough to where there is a dip between the 2 panels. Use bondo to fill the dip flat using a flat sanding block. GOOD LUCK!

Welding plastic is not as easy as it sounds.
You can only really weld polycarbonates and you need a hot air welding gun and the correct rods which will cost a few hundred at least.
What i would recommend is look on the net or in the local phone book and find a plastic fabrication firm locally and then go and see them or even better is go there around lunch time and as one of there employees if they could do it for you that way you could get it done for the price of a few beers. Failing that you could look on ebay for new panels.

You can weld plastic with a torch or heat gun but the temperatures and bonding depend a lot on the type of plastic you are using and you need to select a compatible plastic. You are much better off using epoxy. You might end up warping your plastic panels and making it much more difficult to fix them. Use epoxy! If you have large pieces missing epoxy a piece behind the missing area. After it dries fill with more epoxy. Do it just like you would with screen and plaster to fix a hole in drywall. If you can not back it with a piece of plastic due to space constraints then use duct tape. If its a big area you might want to mix some fiber with it and spread it around the front and back then sand to smooth after it dries. Any kind of fiber works glass, carbon, plastic, even hemp or animal hair.

No mater which way you decide, if you do it yourself and being a first attempt on fairing repairs it will look like a poorly repaired fairing at best and probably look even worse. That will de-value your bike as having been crashed, and what else has been back yard repaired?? Spend the money and have it professionally done and it should look like it hasn't been damaged at all so retain it's full value..... Epoxy welding done well is the best repair.

Fiberglass repair kit but doing it yourself never looks right I have figured out. Not sure what bike you have but race fairings are a good cheap-ish replacement option or go onto Ebay and find a second hand replacment panel. I have bought complete bodykits for $500 tank included for my 04 R1

Plastic welding is pretty hard, you should just do a fiberglass patch on the inside. It will come out WAY stronger.
