Parliament means talking/discussing place (more or less); The ruling majority government discusses possible new laws with the entire parliament, and usually convinces opposition members to join them in voting for this or that.

If there were no opposition, a ruling party could simply enact laws without discussion and with little public knowledge of their activities. It is therefore viewed that "opposition" in a parliamentary democracy is healthy for issues to be debated openly. The ruling party can therefore not simply rule by decree.
