browser will not re-open after shutting it off?

when I am online and if I shut down my browser (internet explore), it will not come back up! the connection dianostic page comes up instead-happens everytime! HELP!!!

Try hitting refresh. With the new IE 7 I find this often happens. You should also go to windowsupdate.microsoft.com to see what patches and updates, if any, you are missing.

You could also go to www.getfirefox.com and download Firefox.
