The best CPU up to date would be Intel's Core 2 Duo Extreme.
Upgrading your CPU will also mean upgrading your mobo and RAM.

The best processor is the one that does what you need at the price you are willing to pay.
Now, if the question was what was the most powerful processor available for home use, then the answer would be Intel Core 2 Extreme QX6700 (quad-core, 2.66Ghz), but at $985 it's a bit pricey (for me anyway). Unless you are a hardcore or professional gamer, a CPU at 1/4 that price would probably do just as well for your needs.
If your PC is more than two years old, then chances are you cannot upgrade it with the latest CPUs. Manufacturers change the CPU socket on every new generation. Many times the only way to "upgrade" to a new CPU is to buy a whole new computer.

a core 2 duo from intel ,you can buy it but i dont think you have the right motherboard to put it in.
