Both teams have an excellent nucleus of young players, but both teams don't have a head coach.
With the Celtics, they have youngsters like Al Jefferson, Tony Allen, Sebastien Telfair, and Gerald Green surrounding All-Star guard/forward Paul Pierce. Wally World is a nice complementary player as well. However, the Doc Rivers experiment has failed. If they can find o coach capable of meshing all that young talent together, they will consistently be one of the East's top teams.
Same thing with the Knicks. They have a ton of talented, young post players in Channing Frye, David Lee, Jared Jeffries, and Renaldo Balkman. Nate Robinson has the potential to be a stud point guard. Quentin Richardson is a sick 3 point shooter. And Stevie Franchise can erupt for 30 points on any given night. However, Starbury, Jamal Crawford, and Eddy Curry need to go (somehow! I understand that their contracts are HUGE!). And more importantly, Isaiah Thomas need to resign as both the Knicks coach and CEO. He has proven to be a colossal disaster. If the Knicks can find a good head coach like they did with Jeff Van Gundy in 1999, they-like the Celtics-will become one of the East's best teams.
So yes, there IS hope for the Celtics and Knicks.

No, the NBA does everything in its power to keep the western teams popular because they have very little other sports competition in many of those cities. Boston and New York are baseball and football towns...You wait, Le Bron will eventually leave Cleveland and will sign with Seattle or Portland...those teams need propping up.

Well if the young talent they have all develops into quality NBA players, they could be good.

With good drafting, wise trades and free agents, anything is possible.
