and cant speak about it with anyone... what to do....respect policy at work

Check with the company where you work to see if they have a program in place that allows employees to provide "improvements" in the work environment. It would be reasonable to believe that somebody at that level could direct a "comment" made about a person coming to work while under the influence.

If this type program doesn't exist...I'd suggest you go to a manager in the area above your section of responsibility.

Often times even a written note made "annonymously" would help bring this type issue to light.

I do believe, however, if you leave your name, there is always the possibility of retribution from this person you're reporting.

If you can't solve the problem in this manner...I'd suggest another place of employment. Upon your departure make it clear your reason(s) for leaving!
