yes this is a problem has the eletric company ever checked your meters before they should be able to tell have them come when your home have all things eletric unplugged and all lights tv computer etc off if it is still running then they can find out if shes sucking your power and readjust both her and your bill her meter could also be broken or your might be if you have called this company and they are not being helpful than you can go to the utility comission in your state (there # should be on your bill) and tell them your problems and they will act quickly in these matters.

Personally I think your neighbor is lying to you. You need to talk to the electric company and find out if they even have a meter. Meters are always on the outside of a buliding. She can't refuse to let them read it and if she does they would just shut off her electric. I don't know how your townhouse is set up, but if her townhouse is attached to your then there could just be one meter and she is letting you pay her electric. File a complaint with the electric company.

The electric meters have to be accessible to the electric company. Where is your neighbor getting access to your incoming power line?

Check with Boston's building code office. I once ran into a "shared" electricity problem in an apartment in Canton. It was some hokey thing the landlord had set up. The building inspector was key to getting the issue resolved.

Yah contact the electric company and ask them to check the meters-she can not refuse them access. Also go to the townhouse board or management and ask for thier assistance. If all fails then shut off the electricity and see if she loses hers too. If so then you have a case.

She might not be the only one tied in. $450 seems like enough for 3 or more homes.
have the electric co come check your meter, turn every thing off, unplug everything and see if the meters are still spinning at warp speed.

The neighbor may be on a budget plan also. Check into this. You pay one rate each month so your bill is not low one season then skyrockets the next season.

Call the county electric inspector and ask them what you do? Also, if that doesn't work I'd call a lawyer & see what my options could be.

shut your power off for a week, go on vacation
that'll fix her

No, actually, your power company will do a free energy audit. They will find 'the problem'
