All the major department stores have it. Just look for the Yves St Laurent makeup counter. Harrods, Harvey Nichols and Selfridges definitely have it. Have you an Allders or Barkers or House of Frasier near you? I think these stores have YSL too.

I personally tried Touche Eclat myself, but I wasn't very happy with it. It's hyped up by the media so that your expectations may be different once you finally buy it. Try it on and see if you are happy with the results. Touche Eclat reflects the light, but in my experience was never enough to cover the dark circles under my eyes. And should you have a blemish, don't use Touche Eclat to cover it up - it won't do the job well, and will just draw attention to the blemish.

Since you are willing to spend good money on a concealer, I would suggest going around the different makeup counters to see what other concealers are available - I personally like Secret Camouflage by Laura Mercier and the concealers by Bobbi Brown and Mac.
