I'm not quite sure I know what you mean by "safest" - if you are talking about the safest form of birth control for preventing sexually-transmitted diseases, then your best bet is a condom. If you are talking about side effects, then it depends on the person. Some women have virtually no side effects from the birth control pill - other women can't live with the side effects, and some women are at a higher risk of stroke and blood clot on the Pill because they are older or they smoke.
The IUD can be virtually symptom-free, but it needs to be inserted, and rarely some serious side effects can occur. But they are very rare.
If you are looking for a form of birth control that has absolutely no side effects and virtually no risk (except for pregnancy), you may want to look into Natural Family Planning. This is what I use when I don't want to get pregnant. I chart my cycles and know my fertile days. That way, I can avoid sex on the fertile days. This method, if done correctly, can be almost as effective as the Pill. I have practiced it for 7 years and never slipped up. A couple months after we stopped practicing it, I got pregnant. No side effects. This is really only a good option if you are in a monogomous relationship, as it does nothing to prevent STDs.

by 'Birth Control', I'm assuming u are talking about a woman getting pregnant, right? well if u want the safest way, not to get a woman pregnant, abstinence is the only way!! even with three different kinds of birth control, a woman can still get pregnant, i am living proof of that...

Abstinence... but probably that's not what you're interested in.
In terms of safety, are you looking specifically at birth control or are you concerned about safe sex in general?
If you're looking for safe sex, a latex condom, hands down.
If you're looking for a method of birth control only (as in, you're in a committed and clean relationship and just don't want to get pregnant), there are two routes to follow - chemical and devices. As far as the chemical option go, I believe the Norplant is the safest and most reliable. After that is the Depo Pro-Vera shot, but many women experience complications with this, including headaches, weight gain, and decreased libido. After that there are the pills (as long as you're committed / disciplined enough to remember to take every pill, and to take them at very close to the same time every day.
For the devices, there are IUD's (which require surgery), the diaphragm (which is making a serious comeback thanks to advances in the ease of use) and spermicidal foams, cups, sponges and jellies... and of course, the old favorite, the latex condom. I have listed these in what is commonly considered the order of effectiveness, provided they are used as intended and according to the directions.
As with all medical decisions, however, you'll want to talk to your doctor to determine what's best for YOU in your situation.

Anal sex. Ain't no way she's having butt babies. 100% effective.

This isn't the safest in terms of disease prevention....better use a latex condom, too.
