Yes - There are formulas for moving specific blocks to specific locations, the trick to being fast is a combination of dexterity, a good memory, and some luck... some 'randomized' cubes can be solved quicker than others simply due to the fact that fewer blocks may have to be moved in order to solve it. That's why you occasionally see some nerd with nothing else to do besides master the Rubik's cube solve one in eight seconds.
