Turn them up on the inside, iron them flat and put safety pins in to hold them up at the seams. Works quite well but you need big safety pins to go through the seams of jeans.

I am 5'3...I take new pants ...usually 4 at a time to local dry cleaner who also does alterations...He charges me $ 20.00 for (4) four pairs of jeans to be shortened maybe 2 inches. I usually only buy jeans on sale...so even with mending I still pay less than what I would of if I did not catch the sale.

I'm 5'1" so of course I understand your problem. I had one pair professionally hemmed (for about $5) and then realized what a waste of money that was so I learned to do it myself. It's not that hard at all. You just need a sturdy needle, some thread, and some practice. Besides, since you're small in stature, this skill will probably be useful your whole life!

Get some of that TAPE that is heated by your clothing iron.
Fold you jeans to the right length, and iron the tape on the INSIDE of your cuffs. You can heat it again with the iron, pull it off in the future, if you want to change it in 5 minutes.

just cut the bottoms. ruined style jeans are always in. People spend a lot for jeans that are cut up.

You can attempt hemming them yourself buy just adding a few stitches here and there. If not, stick to folding or safety pins. It doesn't cost much at all to get jeans hemmed though.

I'm 5'4 and I'm always running into this problem. I personally just cut mine to the correct length. It left a frailed edge and that's hot right now. Everyone loves them.

i take mine to my favorite dry cleaner and for 15 bucks they shorten them to whatever length I want. I usually buy jeans on sale or get them as gifts so I don't mind having htem altered to fit me perfectly. it is worth the investment.

find the length you want instead of turning the hem up... turn the hem under. Then you could tack the hem or carefully use safety pens to help hold the hem to the desire length.

Try sewing up the ankles into the inside of the trouser leg.
