It means that they do not want recruiting agencies contacting them. Principals implies it is the applicant applying for the role only, they are not using any recruiting firms or head hunters.
typically recruiting firms will see these openings and contact the company because they want to place one of their clients in the role, if they do this, then they typically get a fee, and companies do not want to pay the fees, that's why they ask for "principals only".

It means, you show up in person yourself. Some places don't want recruiters coming in, finding out a job is available, and fencing it out to someone.
