A cess pool is an open pond looking system that is used a lot with livestock. A septic tank is a system that is used on a house when you are not hooked up to town water and sewer.
In my state there is a lot of hog farming and with the influx of people moving there has been numerous news items about new homeowners complaining of the cess pool's smell. They are pretty rank.

For starters you can SMELL the difference. A cess pit is nothing more than a pit/pond etc in which excrement is dumped and the term is often used as an unflattering description of the old fashioned "outhouse" /"drophole" toilets. On the other hand a Septic tank is a tank set into the ground underneath the toilet facility to collect waste and is periodically pumped out by sewerage services. Like s normal sewerage system the septic is a closed system and emits no odour (unless you are standing down wind when its being pumped out!).

in the uk:
A cesspit (tank) is designed to collect waste and be emptied on a regular basis. A cesspit will be sealed with no overflow.
A septic tank is designed to biologically break down the waste so it only needs pumping out every 20 years if working correctly. A septic tank will have an overflow for the water to flow into a watercourse, reed bed, soakaway etc.
Often people mistakenly interchange the words.
why, whats the story ?
These days, a cesspit is really frowned upon, and a septic tank is only allowed if you absolutely need to build in that location and there is no mains drainage. Often, if its a new build, they will insist on an accelerated bio-degrade system liek a bio-disc or airflow.

A septic tank is a small sewage treatment plant usually comprising at least two chambers. "Good" bacteria within the tank feed on and clean up the sewage. It has an outlet leading either to a nearby drain/river or into a land drainage system (soakaway or herring bone system) to take away the "clean" effluent.
A cesspool (or cesspit) is just a tank with no outlet and no treatment. It fills up with raw sewage and has to be pumped out when it is full.

A cess pit is little more than a hole in the ground whereas a sceptic take collects waste which is then removed and treated
