Why are men & women afraid to wear winter hats in very cold weather? Are they afraid to mess their hair up?

I wonder the same thing all the time, I think you're right, it's about the hair, i wear one though.

Because they look dorky, especially the Russian hats with the ear flaps. But they sure are warm!

yeah but i have styled spikey hair, if i wear a hat itll get messed up
