I've been to Monte Carlo, and it is truly beautiful there, but no, it's not expansive but rather small.
That area is expensive, though, but you can go outside Monte Carlo a few miles and find cheaper hotels, and then drive back along all the beautiful towns along the coast.

Never, but I heard it is very expensive.
