The phrase "eye for an eye" stands for hypothetical laws where we feel justified in taking out eye of a person as punishment for his hurting someone's eye. It goes like this: Eye for an eye, Arm for an arm, Leg for a leg.
The sentence you quoted (An eye for an eye leaves the whole world blind) tries to dissuade us from revenge. It tells, if we really implement this law, whole world will soon be blind. So try other options instead of revenge (forgiving, reforming the criminal and so on.)

If an eye is searching for an eye do not think about world & would be totaly aware of the world thought that no one can see his activity .
so , for that searching person every body is blind .
but in real it is in his own dream world.
thats why an eye for an eye can make the whole world blind(own world).
therefore 'an eye for an eye makes the whole world blind'.

We all do wrong. We are all the same. Failure to see this, will destroy us all
I think what 'CrisTynutza' said just below my comment is exactly what the person intended in this quote
"an eye for an eye" makes the whole world blind

an eye for an eye means doing the same evil what other people has done to you.
e.g if a person amputates another person's arm then the 2nd person does the same for taking revenge.in this xample if that is continued then the whole world becomes handicaped.

" An eye for an eye and a tooth for a tooth" means two wrongs don't make a right.
Am I any better if I behave in the same way as the first person. If I get angry because someone does wrong I am also wrong because I got angry. It would be a much better lesson if I stay peaceful and forgive my brother.

This has nothing to do with revenge and other stuff.Analyzing this better it means that if everybody will choose to respect this expression there will be no eyes left in this world ;) That's the right answer!!!

it means that a world of constant revenge is a world in danger of bringing forth its own downfall. it's like, since no human being is completely without fault, then in a world of vengeance, no fault goes unpunished. if every person is punished in such a way that is accordance to the fault (which is actually a subjective matter), then eventually, every person in the world is punished. such a system is degrading.

forgive and forget.
it basically also mean not knowing how to make light of others shortcomings to us, this world will be filled with hatred and can no longer in time see the beauty, the love and the kindness that are by essence everywhere.
