Beacuse we are democratic and our fundamental rights are are more human friendly than any other country. We in india are spread across into various religions. If as you say we implement this 1 child rule, will the islam population agree? NO. And if I imppose this on other religions who agree, I will end up seeing INDIA as a PAKISTAN by end of 2050, where you will find muslims at the ratio of more than 1:100. Is it OK for you? By the way are you 1?

Primary reason: Ours is a democratic country and it would be extremely difficult for any government to impose such a regulation on 1 billion (100 crore) people unless the situation becomes really grave..

It would take tremendous political willpower, backed by strong monitoring and controlling force on the ground-level..

Also, somewhere one needs to think about whether this would really be a good thing or not..coz the real problems are slightly different..
