What they "Should" do is go buy some of those anti-smoking aids, and then bill the Local government. I think New York was one of the recipients of that multi-billion dollar award from the tobacco companies.

Kills two birds at once, helps them stop smoking and gets the money where it's supposed to go to-the smokers.
