A Captain is responsible for the actions of crew, since s/he will have recruited and trained that crew. So if first officer runs you aground, while Captain is asleep, the the Captain is still responsible, since he appointed and will have been responsible for the actions of, the First Officer.

In private business, if an employee behaves badly, then your company will be responsible for the reasons listed above (This has probably been arrived at by lots of lawyers aiming their law suites at the money, rather than the individual.). Also, if employee behaves badly and the company takes no action, then they are seen to be agreeing with and therefore supporting actions.
