Problem with Icons on desktop...?

...whenever I "send a shortcut" to my desktop from the internet, the icon is always the Internet Explorer Icon (a lower-case e with a circle around it) - and I cannot change the icons. I go into properties and hit the "change icon" button, but everytime I select a new icon (and hit apply) it never changes. It seems the Explorer icon is over-riding any changes. Any ideas how to fix this? I have a desktop full of Internet Explorer icons! Thanks for any advise.

Its because your saving a webpage to your desktop not saving a program shortcut to your desktop.
