I want to start a business that has a lot of IT-related skill requirements. I do not have the money to hire that type of people, so I would be interested to find someone that will participate as a co-founder.

I have had this frustration many times. I created the platform Synventure.com that allows people with the right skills to find people with the right ideas or start-up businesses.

Take a class and brainstorm with instructors and students. It's a business expense so you basically take the class for free and get all kinds of networking opportunities, free ideas, and knowledge. The last thing you need with a business start up is a partner.

either most colleges for part time workers or your local goodwill or united way information and referral service. they have lots of handicapped people either suitable for training or trained and many of them are elegible for tax credit. if not that try the local senior citizen center or aarp.
