Masturbation is masturbation when your penis is erect, your hand is wrapped around it, and your hand is moving up and down on your penis. However, depending on you mood you can be masturbating just by rubbing your penis through your pants. If your penis feels good from some stimulation then its masturbation. And frankly who gives a sh--? Why worry about something so simple?
