I don't think Gwen is. She did that lesbian bit once but she was sort of possessed by pheromones or something. Also I think Owen is straight.
Toshiko had that lesbian relationship so she is certainly bi. Ianto again is bi. We all know about Jack's taste in men, women, Timelords...
This is obviously partly due to the high proportion of the production team that are gay, but my sister is a lesbian so perhaps that is how the world is going and by the time when Jack comes from we all will be doing men, women, plants and space monsters.

I think they are just trying to demonstrate that nothing is certain for any of us, not even the core beliefs we have about our identity and to give the programme it's due, it's a good and valid point to make.
