Some people couldn't do this if they had to. I think only people with a really great sense of humor do this. Its a look that you see and you just KNOW the person you're looking at is going to bust up and it causes you to do the same because you know whats coming!

Just thinking of the times this has happened to me makes me want to laugh.

My best shot at answering this phenomenon. =)~

We need to laugh, we have to laugh and we do it whenever it's possible. Especially, when we look at each other, we reach deep inside to each other where there is no place to hide our true personality, so we feel awkward and..we laugh

You mean why do you smile when they meet? Well that's to show that you recognize that person, and it gives other people a good feeling about you when you smile at them and recognize them. And the person you smile at returns back another smile, to be polite. If anybody smiles at you and you don't, it would be really rude of you, so you should always return a smile back to the person you gave you a smile.

If you know the person it is a way of showing you are happy to see them.
If it is a stranger then it is a way of saying you are happy to meet them and keep them of guard.
