27 with a number of associate members and countries who are going through the accession process, one such country being Turkey. Turkish plans to join the EU have faltered as of late over the extent of how far democratic reforms have been implemented such as freedom of speech and human rights abuses. One of the major problems for Turkey however has been over Cyprus. To join the EU Turkey must recognise Greek Cyprus and allow access of it's ports to Greek Cypriot ships as I understand it. The fact that Neither Turkey nor the EU have backed down over this issue means deliberations remain firmly on the table. It seems that Turkey will enter the EU at some point though, as will a number of Balkan states.
