Both annoying characters, but would have to go with Mandy. She seems a little more deliberately evil.

Mandy hands down. While Vicky has at times shown some sort of humanity, Mandy doesnt care about anything but Mandy. After all in one episode Mandy does take over the world. And while Vicky does the same, at the end Timmy saves the world. Mandy continues to rule as the evil snake queen.

Mandy would definitely win. Vicky is better at deliberately being mean; Mandy is just mean by nature and is better when it comes to violence. Mandy would win.
