In China couples are only allowed to have one child to control the population. If they have more than one they can be fined or jailed. That is why they have so many little girl orphans over there. Most Chinese families want to have a son to carry on the family name and they are only allowed to have one child, so if it ends up being a girl they abandon it or worse. It is very sad.

In some countries, like China, that have a population overgrowth, they have a one-child policy, meaning one child per family.
The thinking is that at two children per family you maintain the population (think mother and father), at three children per family you grow the population, but at no more than one child per family you limit the population and it will eventually shrink.
