The word "serve" as used in this way means to place a document in the hands of someone or to take steps to ensure to the satisfaction of the court that the person on whom the document was to be served actually received it. There are, in fact, various ways of serving a document, including by mail. "By way of service upon you" means "by making sure that you received" the document in question.
