I would keep quiet unless you want retaliation from this guy and his friends. Some things are just not worth snitching about.

I think it greatly depends on the substance but unless you feel you have a situation where this senior manager is exploitiong this person through pushing hard drugs upon them then you would do really well to stay out of it. If your talking about someone buying a bit of pot off of someone else at work you really need to mind your own business. No one will thank you for getting involved. Not the manager, the other guy and definately not the person who has to sort the whole thing out. Trust me this is much better left alone.

Drugs are legally classified for a good reason, not because the government want to spoil peoples fun. Drugs are the biggest growing menace to our society, go look at the haunted faces of the addicts looking for their next fix, or the pensioner with the bruised face beaten for a few pounds for a bag of drugs.
For evil to succeed it takes good people to do nothing.

Report it ANONYMOUSLY, in writing to the person responsible for the one doing it and everyone else above them. Send a copy to the local police department and ...
KEEP A GOOD COPY FOR YOURSELF IN A SAFE PLACE.
Then stay completely out of the way and away from the ones doing it, or you may get caught in the middle yourself.

Shop him - it really is your duty. Think of the damage this guy is causing - it could end with a whole chain of misery. If he is doing this - you don't know what else he might be up to. Illegal drugs are a curse on our society. Do it anonymously (if you can) to save your skin using a confidential police line.

If you have evidence of this activity then you should report it to the police. What this person is doing is wrong, he is abusing his position of trust. It does not matter what position he holds. You can make the report anonymously but make sure you are certain this is happening.
