For the most part soft contact lenses can be used to correct weak eyes. Hard lenses also have there place and benefits and any competant optometrist should be able to help you with contact lenses. If an individual has a large amount of astigmatism then contact lenses are harder to fit and less successful. If you are prone to eye infection then contacts may not be right for you.If you have extremely dry or allergic eyes then contacts may not be right for you. If you need bifocal contact lenses these can be trickier to fit as well. So while there are exceptions to the rule, I'd say 8/10 people can probably be fit with a contact lens successfully but may need to use eye drops, allergy drops, etc to make lens wear successful.

In short yes..
You can get contacts for prescription purposes, that is people with bad eyesight, but you can also get novelty contact lenses with colours, patterns etc on them. They are banned in certain places because you can usually buy them over the counter and they are dangerous because they arent generally the correct size for your eye and can cause damage.
Most people who have prescription contacts are fine, but i do know that some people can react to them and get infections etc, and therefore can no longer wear them.
Its best to see an optometrist, they will give you the correct size and visual strength for your eyes, and will also monitor your eyes to make sure evertyhing is okay and your eyes are staying healthy.
You can also get the cool coloured ones in prescription from your optometrist - but they do cost alot more.

The thing with contacts is that it's very comfortable and easier to see than glasses.
Negative side- eyes are prone to dryness and infection. You really have to take good care of your eyes.
I used to throw away my contacts every 3-4 weeks and now I'm suffering the consequences. Don't be cheap like I was and just spend the money to have healthy eyes.

Almost anyone can. I cannot because my eyes are too sensitive and they get swollen when I put them in. Some people are allergic to the lenses or the cleaning and moisturizing solutions. Talk to your optometrist about a fitting, most places will give you a free trial pair and tips on how to put them in.

the moment you take the remove the lenses from its package the lenses start to degenerate. There is a reason why time frame is mentioned on the lenses. Its not recommended..

pretty much anyone can wear contacts. My husband was hit in the eye playing baseball. He only wears one contact lens in the defective eye...he has perfect vision in his other eye.
