If it is an Athlon 64 laptop, you will have major issues with the install of Windows with SP2.

Look for the manufacturer's help line in the paperwork that came with your computer. Call that number and someone will walk you through the steps to either fix it or diagnose a problem that will be under warrantee. It's possible you may be able to take it back to the store you bought it from.
If you didn't buy it from a store and you don't have any documentation, log onto the manufacturer's website (have your serial and model numbers handy) and look for documentation and a help number.

Possibly the motherboard has failed. In that case contact the manufacturer about sending it in for repair. If you bought it last December, the warranty is still active.

Goto the BIOS of the laptop, and see if it will boot from CD/DVD. If CD/DVD drive is placed first on the list of bootable devices, insert the restore CD and restart the laptop.
